Vinson & Elkins Advises Pacifico Energy on 7.65 GW Permit for Ranch Project

Vinson & Elkins said it advised Pacifico Energy on securing a Texas Commission on Environmental Quality air permit, authorizing 7.65 GW of gas-fired power generation for its GW Ranch project in Pecos County, Texas.

GW Ranch is the largest permitted data center campus in the U.S. and is built to support hyperscale data centers and advanced AI infrastructure, the firm stated.

Vinson & Elkins said the team was led by partners Jon Niermann and Eric Groten.

“This is a massive amount of power that demonstrates Texas’s leadership in the growing data center sector,” said Niermann. “We are honored to have supported Pacifico in reaching this milestone for the innovative GW Ranch, designed without impact to the grid or cost to Texas ratepayers.”
