Vinson & Elkins Helps Fermi Secure Air Quality Permit for Texas Data Center

Vinson & Elkins said the firm advised Fermi Inc. on securing the granting approval from the Texas Commission on Environmental Quality for the country’s second largest air quality permit for 6 GW of natural gas-based power generation.

The area is part of Fermi’s 11 GW Project Matador data center campus near Amarillo, Texas, the firm stated. Vinson & Elkins partner Jon Niermann and senior partner Eric Groten led the firm’s team, it said.

“Fermi understands that America’s AI leadership is about scale. Vinson & Elkins is proud to have contributed to this significant step toward the buildout of Fermi’s 11 GW Project Matador campus,” said Niermann.

Vinson & Elkins earlier represented the underwriters in connection with Fermi’s initial public offering in 2025 and has acted as Fermi’s outside general corporate, securities, tax and finance counsel, it stated.
